We are wrong.  

Page 97 of link the tenant takes 10% off the top as a commission; for example, Rockland Bank is paying $80,000 for 3 years:

• Total                                              240,000
• WooSox 10% commission              24,000
• WooSox                                         108,000 
• City of Worcester                           108,000

It total:

•  WooSox will get $132,000 
•  Taxpayers $108,000.
