Dave:

Package was provided to City Council August of 2018. We had the rest of 2018, 2019 and Jan-Feb of 2020 to 1) have a lease signed, 2) an LDA completed with Madison and 3) retain clear ownership of the land where the park s being built upon.

You agree then that the deficits annually will be large and that Polar Park will not be revenue neutral?

Thanks

Bill

Bill,

It’s all spelled out in this article from the WBJournal. Although timetables have been pushed out on the Madison Holdings development, other surrounding development on Green Street and for the Table Talk building at Kelley Square will still make the ballpark revenue neutral for the city taxpayers. Somebody should tell Amazon there is a pandemic because they must not have heard it and they should stop their construction plans.

You forgot to mention that the state constructed the peanut and the road across the street from the park during this timeframe.

Bill is correct. If the City had gotten just the paperwork done it would have had enforceable contracts in hand that it could choose to enforce or allow relief due to the pandemic. Not it has zero leverage of any kind whatsoever, all because they were on government worker time.

But hey, look on the plus side for them, not one of them has missed a single paycheck and they pushed through a giant tapas increase on the businesses that don’t get giant TIFs. It’s always party time for government

The work that the state completed is not a good comparison because it is a a couple of street construction jobs. A better example would be the Table Talk Pie relocation from its current location. I assume this relocation was in reaction to the ball park but none the less the developer found Table Talk a location, secured financing, demolished the existing structure and the steel is already up for the new building. This all occurred during the pandemic, so what exactly is the holdup?

Between the space available in the UNUM building and the glass tower who in their right mind is going to build another vacant office building

People who promised to do it in a contract, that’s who.

Oh wait, the city failed to get the contract signed before starting the project because they were on government worker time.
That’s OK, they will just pass yet another tax increase. They still get paid “working” from home on who knows what. It certainly wasn’t working to protect the city with thePolar Park development.

Wasting someone else’s money is always so much better that spending your own.

Do we get to claw back the TIFs if the developer doesn’t fulfill his non binging promises that aren’t in any written contract?

It is sheer recklessness for the City to build a one hundred thirty million dollar ball park without signed contracts.

No, it is misfeasance for the City to build a one hundred thirty million dollar ballpark without signed contracts !
